Transit Bus Prioritization in the Urban Environment -State of the Practice

Webinar Description:
With the persisting traffic congestions and declining bus travel speeds in major US cities, transit prioritization infrastructure is a critical component in the pursuit for reliable, frequent bus service. In this webinar we will present 3 on-going and recently completed bus prioritization projects in New York City, Washington DC, and Portland OR. We will discuss the projects motivations, development, implementation and monitoring, and explore how they improve both traffic flow and bus service reliability. We will focus on the technical aspects of the projects, including the employed tools, their expected/observed performance, technical challenges in design and implementation, and lesson learned.

Learning Objectives:

  • Recognize the issues and the motivations to plan and implement transit bus prioritization infrastructure.
  • Describe policies and planning processes that guide transit bus prioritization.
  • Identify tools, treatments, resources and practices of bus prioritization.
  • Describe the impact of implemented prioritization projects on traffic and transit performance.

    Elad Mokady, AICP, is a Senior Transit Planner with Sam Schwartz Engineering in NYC. With 9 years of experience in transportation planning, his areas of expertise include transit service planning, traffic and bus studies, and performance analysis. During his tenure with Sam Schwartz, Elad has planned and evaluated multiple transit and micro-transit systems in cities across the US. He has been instrumental in studying new transportation technologies such as TNC and Autonomous Vehicles. Earlier in his career, Elad worked at the New York MTA and the Transit Authority of Northern Kentucky (TANK), where he served as the Manager of Planning. Elad graduated with a Master’s degree in Community Planning from the University of Cincinnati, and a B.A. in Geography from Ben-Gurion University in Israel.

  • Aaron Sugiura, Director of Transit Policy and Planning | New York City Department of Transportation

    Aaron Sugiura is a progressive, consensus-building urban transportation expert with a track record of delivering complex transit improvement projects and studies in New York City. In his position as Director of Transit Policy and Planning at New York City Department of Transportation, he has planned and implemented a wide range of transformative projects, including several bus priority projects, and oversees a range of transit improvement programs such as real-time passenger information and bus stop accessibility. Aaron graduated with a bachelor’s degree in Geography from the University of Chicago and a Master's degree in City and Regional Planning from the Rutgers Bloustein School.

  • Daniel Schack, AICP, Senior Associate & Director of Transportation Planning | Sam Schwartz Consulting

    Mr. Schack has over fifteen years of experience managing an array of transportation studies for the private and public sectors, including impact analyses, transportation demand management programs, traffic calming plans, and operational evaluations. Mr. Schack has led projects planning and analyzing mobility networks, ranging from small scale site plans to neighborhood and citywide systems. He is proficient in leveraging Big Data to identify and track critical transportation metrics, working collaboratively with multi-disciplinary teams of planners, engineers, and data scientists, and balancing both qualitative and quantitative analyses to develop creative and practical solutions to transportation problems.

  • Megan Kanagy, AICP, Bus Priority Program Manager | District Department of Transportation

    Megan Kanagy, AICP joined the District Department of Transportation in 2015 and currently manages the agency’s Bus Priority Program under the Transit Delivery Division. She graduated with a dual master’s degree in Transportation Engineering and City Planning from UC Berkeley and a B.S. in Civil Engineering from Rice University. She lives in Washington, DC with her husband and two daughters.

  • April Bertelsen, Transit Modal Coordinator | Portland Bureau of Transportation

    April Bertelsen is the City of Portland’s first Transit Modal Coordinator. She works on the Complete Streets team at the Portland Bureau of Transportation (PBOT). Most recently she led the development of the Rose Lane Project Report, adopted by City Council on February 13, 2020. She has been serving the City since 2000, in various roles as a transportation planner.
